UK Local Authorities Intend to Sell Off Community Hubs and Sports Centres to Balance Books

According to a recent survey of municipal councils, UK councils are planning to offload community centers, athletic facilities, and retail spaces as they bet on a rapid disposal of assets to stabilize finances.

Increasing Financial Pressures Drive Asset Sales

A coalition of councils representing second-tier cities in the UK stated that 60% of councils are intending to dispose of properties to meet the rising costs of adult and children’s social care.

Councils have in the past come under fire for selling public land and open spaces to support their finances, but they argue they must continue to raise vital cash from property disposals or declare themselves bankrupt.

This coalition noted that a high proportion of authorities seeking to generate funds from a fire sale of assets marked “a distinct shift from 2024, when the largest share (60%) of local leaders stated they would focus on restructuring services and utilising financial reserves to weather growing fiscal pressures.”

Specific Examples of Planned Sales

Medway Council in Kent announced its property management strategy included the sale of a retail complex in Rainham and a social club in another town to generate 20 million pounds over five years.

  • A local golf course and commercial properties held in two English counties, which all provide rental income for the authority, will additionally be disposed of under the plan.

Council Tax Rises and Wider Fiscal Strains

The survey of local authorities in the key cities group, which covers several urban centers, further found that over seven in ten of councils will need to increase council taxes next April to address the growing cost of core provisions, increased rates of homelessness, and a persistent housing shortage.

Medway council said it will proceed with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are taking innovative approaches but certain measures take time to deliver both improved services and cost efficiency,” stated a council leader.

He continued: “We face demographic pressures which will continue to increase the pressures we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of county councils recently also found council budgets being stretched by the increasing figures of children and older individuals needing Send support.

The County Councils Network said that council deficits will reach 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.

Ministers have put off scheduled changes to the Send system until the coming year after a policy document outlining those changes has been postponed.

Disadvantage and Financial Gaps

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, many key cities members were included in the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the 2025 IMD measures,” said the study.

“While only a single urban area is in the top 10 for disadvantaged communities nationally, urban areas are far more likely to be in the worst-off 20% of the nation. The data highlights the extent of difficulties facing local leaders across major urban centers in the coming year,” the analysis concluded.

“Local government leaders have been clear about the need for a equitable and lasting financial structure that accounts for and addresses the real levels of deprivation and need,” stated a council leader.

“Lacking this, local authorities will continue to face difficult decisions around which vital provisions to fund, and which to cut, to the detriment of their residents.”

A fifth of local authorities have reduced or weakened social care provision in the past 12 months, the study found.
